Director, Child Care Assistance Program
Job Description:
STATEMENT OF RESPONSIBILITIES:
Responsible for the operations of the Child Care Assistance Programs according to the State Department of Education, Office of Child Development, Title 5 and Department of Social Services, Community Care Licensing Title 22 guidelines and regulations. Responsible for planning, implementation, coordination, monitoring and other related activities in compliance with conditions of funding source to maintain quality:
* Alternative Payment program
* CalWorks Stage I
* CalWorks Stage II
* CalWorks Stage III
* General Child Care-Center Base (CCTR enrollment-Main Office)
* General preschool (CPRE enrollment)
* Pre-Kinder & Family Literacy Program (CPKP enrollment)
EXAMPLE OF DUTIES:
> Responsible for seeking and writing program grants and contracts. Ensures maximum service delivery from available funding.
> Streamlines, integrates and maintains all necessary program records and completes timely reporting required by government, or internal needs.
> Plans for and expands Child Care Programs. Develops and updates all aspects of program policies and procedures including but not limited to parent, staff and family child care providers program handbooks
> Ensures program utilization of consultants to the maximum benefit of children, families, staff and program.
> Plans for and ensures regular program evaluation by staff, parents and trained outside evaluators.
> Plans program improvement based on latest research and regular program evaluations and feedback.
> Leads and supervises the staff by providing regular individual coaching and supervision, as well as team meeting facilitation and leadership.
> Develops and implements plan to meet staffing needs including but not limited to ensuring recruitment, hiring, orientation and professional development of qualified staff.
> Develops and implements plan to meet the program’s child care provider contracting needs including recruitment, contracting, and monitoring.
> Collaborates with programs and schools regarding transition of children into the program.
> Enforces all policies and procedures.
> Prepares annual program operational plan for submission to Deputy Director.
> Prepares annual budget and mid-year modifications in line with operational plan. Approves all expenditures. Monitors and explains budget variances.
> Participates on appropriate local and state committees regarding initiatives, programs and policies.
> Monitors local, state and federal legislation and budgets affecting children, families and child care.
> Collaborates with other community organizations and private sector to ensure maximum effectiveness of Child Care programs.
> Attends all necessary meetings, conferences and workshops including out-of-state travel.
> Performs other related duties as assigned by Deputy Director.
Qualifications:
EDUCATIONAL REQUIREMENTS:
Minimum of Bachelor’s degree in child development, business or social services fields. (Master’s degree preferred).
QUALIFICATIONS:
> Supervisory, administrative and management experience, including budgeting skills. Minimum five (5) years of experience in a publicly funded early childhood education or social service fields. Knowledge of California Department of Education contracting preferred.
> Knowledge and understanding of local and state initiatives in early child care and education preferred.
> Excellent written and oral communication skills.
> Computer literate.
> Ability to maintain confidential information.
> Bilingual (English-Spanish speaking preferred)
> Sensitivity to cultural, economic and language differences.
OTHER REQUIREMENTS:
> Reliable insured transportation. Valid California driver’s license and DMV printout is required. Must have home telephone.
> Must have tubercular clearance, pre-employment physical and fingerprint.
> Must meet all KCAO hiring requirements.
PHYSICALREQUIREMENTS
> Standing or walking for periods which, may exceed one or more hours.
> Kneeling, bending, pushing and pulling, sitting and ability to lift 30 pounds.
> Speaking and hearing to exchange information in person or on the telephone.
> Typing and fine motor skills
Salary: $4,325 - $5388/Month (Exempt)
