Special Services Coordinator – Exempt
Job Description:
GENERAL STATEMENT OF RESPONSIBILITY:
Under the supervision of the Head Start Director, this position is responsible for the overall implementation of the disabilities and mental health services as outlined in the Head Start Program Performance Standards.
EXAMPLE OF DUTIES:
• Supervises assigned staff and provides or arranges orientation and necessary support and technical assistance to all staff to ensure quality services and compliance with Performance Standards, Civil Rights Act (section 504), Americans with Disabilities Act (ADA), and Individuals with Disabilities Education Act (IDEA).
• Conducts performance evaluations on assigned staff.
• Assists Head Start Director in planning disabilities and mental health budget and written reports that are to be submitted to the regional office.
• Generates inkind, and provides guidance to assigned staff in tracking inkind and expenditures.
• Participates and assists in planning the annual self-assessment.
• Assists assigned staff in mediating and resolving concerns among staff, parents, or the community.
• Verifies and approves time sheets, requests for overtime, travel vouchers, and requests for leave for assigned staff.
• Assists in the organization of the Health Services Advisory Committee.
• Participates and assists in the development of comprehensive written services plans for each program option.
• Works with Family and Community Services Coordinator to ensure that 10% of enrollment opportunities are available to children with disabilities.
• Orients parents and works with them to achieve the objectives of the IEP/IFSP and Positive Guidance Plans.
• Observes children and interprets functional diagnosis to parents and staff.
• Ensures that developmental assessments, speech screens and related evaluations are completed.
• Coordinates Positive Guidance Plan, IEP/IFSP, and transition meetings held for children with disabilities or special needs.
• Responsible for parent consent and documentation of information related to children with disabilities or special needs and ensures that information is current.
• Assures that contracts and interagency agreements with schools districts, mental health consultants, and other agencies are reviewed, revised, and signed before the contract start date.
• Promotes advocacy and coordinates services with early intervention agencies and local school districts.
• Coordinates dual enrollment opportunities with Special Education Programs.
• Monitors program options to ensure compliance with disabilities/mental health services guidelines and to ensure services specified in IEP/IFSP are provided.
• Meets regularly with program operations coordinators to discuss and update special services procedures if needed.
• Provides training and technical assistance as requested by program operations coordinators in the development and implementation of corrective action plans.
• Provides equipment, materials, and support to staff working with children with special needs.
• Meets regularly with service area coordinators to discuss monitoring findings, and if needed, update special services procedures.
• Attends other meetings or conferences as needed or assigned.
• Performs other duties as assigned by the Head Start Director.
Qualifications:
EDUCATION/EXPERIENCE:
Masters degree with emphasis in child development or special education and one year experience working with children with disabilities and one year supervision experience OR Bachelor’s degree with emphasis in child development or special education and two years experience working with children with disabilities and one year supervision experience OR A.A. degree with emphasis in child development and four years experience working with children with disabilities and two years supervision experience.
QUALIFICATIONS/REQUIREMENTS:
• Knowledge of medical terminology as it pertains to diagnosis and treatment plans.
• Knowledge of Early Childhood Education principles and practices.
• Ability to establish and maintain productive relationships with community, staff, and parents.
• Excellent verbal and written communication skills.
• Knowledge and use of computer to collect data and generate reports.
• Ability to travel and attend out of area meetings.
• Sensitive to cultural, economic and language differences
• Bilingual (English/Spanish) preferred
OTHER REQUIREMENTS:
• Must have reliable, insured transportation and a valid California driver’s license
• Must be able to meet KCAO, Head Start, and Community Care Licensing hiring requirements which include:
o DMV printout
o Fingerprints with child abuse index
o Health examination with tuberculin clearance
o Child Care Health & Safety units (First aid and CPR included)
o Home telephone
PHYSICAL REQUIREMENTS:
• Standing or sitting for periods that may exceed one hour.
• Ability to lift up to 30 pounds.
• Ability to Hear and speak to exchange information in person or on the phone.
Salary: $2965.54 – 3694.76/Month (40 hr workweek) WC Code 8742
