Home Base Manager (EXEMPT)
Job Description:
STATEMENT OF RESPONSIBILITY:
Under the supervision of the Program Manager- Operations, the Home Base Manager is responsible for the overall operation of the Home Based option as outlined in the Head Start Program Performance Standards.
EXAMPLE OF DUTIES:
• Supervises assigned staff and provides or arranges orientation and necessary support and technical assistance to all staff to ensure quality services in compliance with Performance Standards and State Licensing Regulations.
• Conducts performance evaluations with input from service area coordinators in accordance with established procedures.
• Assists in planning the home base budget.
• Assists in developing the annual training plan.
• Verifies and approves time sheets, requests for overtime, travel vouchers, requests for leave, and reviews and approves field trip requests.
• Assists home educators in mediating and resolving concerns among staff, parents, or the community.
• Participates and assists in planning the annual self-assessment.
• Makes frequent site visits and home base visits to review documentation, track required services, and conduct environmental checks for health and safety.
• Meets regularly with and receives monitoring reports from service area coordinators.
• Oversees implementation of corrective action plans and follows-up to ensure completion.
• Receives copies of state licensing reports and takes corrective action as necessary.
• Attends required meetings or conferences as needed or assigned.
• Supervises home educators through observations of home visits and parent activities, group socializations for parents and children, review of records, and enrollment levels.
• Maintains accurate records and ensures confidentiality of information. Submits reports as requested in a timely manner.
• Complies with KCAO policies and procedures and all applicable laws and regulations.
• Performs other related duties as assigned.
Qualifications:
EDUCATION/EXPERIENCE:
AA/AS Degree in Early Childhood Education, or Human Development, two years experience, which includes one year of supervisory/administrative experience, working in a parent education or preschool program, preferably with low income families.
OR
Five years management or supervisory experience in a Head Start/Preschool program and a combination of training and college units in child development or human development may be considered in lieu of degree.
QUALIFICATIONS/REQUIREMENTS:
? Knowledge of Head Start Performance Standards and Department of Social Service/Community Care Licensing Regulations.
? Ability to establish and maintain productive relationships with community, staff, and parents.
? Knowledge and use of computer to collect data and generate reports.
? Excellent verbal and written communications skills.
? Ability to travel and attend out of area meetings.
? Sensitive to cultural, economic and language differences.
? Bi-lingual (English/Spanish) preferred.
OTHER REQUIREMENTS:
? Must have reliable, insured transportation and a valid California driver’s license.
? Must be able to meet KCAO, Head Start, and Community Care Licensing hiring requirements which include:
• Fingerprints with child abuse index
• DMV printout
• Health examination with tuberculin clearance
• Child Care Health & Safety units (First Aid and CPR included)
• Home telephone
PHYSICAL REQUIREMENTS:
• Standing or sitting for periods which may exceed one hour
• Ability to lift up to 30 pounds
• Hearing and speaking to exchange information in person or on phone.
Salary: $2965.54 - $3694.76/mo (40hours/wk)
