Director of Governmental Affairs
Job Description:
Under direction of the County Executive Officer, to assist in planning, directing and managing the overall administration of County government activities, including management, program evaluation, public relations. The Director of Governmental Affairs incumbent serves as a constituent liaison between the County and Legislators; coordinates the County’s advocacy of State and Federal legislative, administrative and regulatory actions; researches and analyzes State and Federal legislative proposals, develops strategies and formulates recommendations to be presented to the Board of Supervisors; and performs other related work as required.
This management classification provides executive support to the County Executive Officer by providing managerial oversight; performs a variety of difficult analyses and develops recommendations for the solution of complex and sensitive policies and long range planning matters. The incumbent is expected to exercise considerable independent judgment and initiative in conducting analytical studies, formulating recommendations for the Board of Supervisor’s actions and in the development of legislative strategies. This position requires knowledge of Federal, State, and local legislative processes.
Examples of Duties:
Duties may include, but are not limited to, the following:
•Principal functions of the position include researching, collecting, compiling and analyzing data pertinent to community and governmental interests.
•Conducts surveys and performs research.
•Monitors and analyzes both current and proposed Federal, State and local legislation to assess impact on County programs, services and operations.
•Makes recommendations to the Board of Supervisors.
•Communications with local, State and Federal elected representatives as well as their staff members on proposed legislation.
•Collects information in order to develop new proposed legislation.
•Maintains documents for introduced, amended and chaptered legislation.
•Reviews performance evaluations and staff development.
•Oversees County program planning and evaluation.
•Directs the gathering of statistical information and the preparation of a variety of County reports.
•Oversees development of new program efforts.
•Deals with sensitive public complaints and issues.
•Provides expertise for other County management staff and elected officials.
•Composes a wide variety of written communications including correspondence and technical reports.
•Prepares news releases, video clips and other media materials.
•Develops and implements legislative strategies.
•Provides information and assistance to the public and other governmental entities.
•Coordinates activities and special events with County departments, the public, and outside agencies.
•Attends meetings, seminars and conferences as a representative of the County.
•Performs special tasks as assigned by the County Executive Officer.
Qualifications:
Experience:
Four (4) years professional experience in policy development, legislative research and advocacy or intergovernmental relations, or progressively responsible administrative, or advisory capacity preferably in a public or community based agency.
Education:
Bachelor’s Degree in public administration, business, or personnel administration, political science, economics, sociology or related field. A Masters Degree is preferred. (Progressively responsible professional experience may be substituted for 2 years of the education on a year-for-year basis.)
Salary: $95,100.00 - $115,632.00 annually
